Per the task group meeting in Houston, the proof load in Section 7.1.5.1 appears excessive. A test specimen of 26 inches by 26 inches (660 mm by 660 mm) should, under minimum requirements, have 8 fasteners. If each fastener has a capacity of 200 pounds each (which is greater than typical withdrawal for fasteners into light gage framing or wood), that is 1,600 pounds (7,129 N) which is less than half of the specified proof load. The proposed ballot reduces the proof load to half for convenience.
